DARI KEPATUHAN MENUJU KESIAPAN INSTITUSIONAL: EVALUASI STANDAR PERIZINAN BERUSAHA RUMAH SAKIT DI RSUD BRIGJEND H. HASAN BASRY KANDANGAN

Perizinan rumah sakit merupakan instrumen regulasi berbasis risiko yang bertujuan menjamin mutu pelayanan, keselamatan pasien, dan akuntabilitas organisasi. Penelitian ini bertujuan mengevaluasi kesesuaian RSUD Brigjend H. Hasan Basry Kandangan terhadap Standar Perizinan Berusaha Rumah Sakit serta mengidentifikasi kesenjangan antara kepatuhan regulatif dan kesiapan operasional. Penelitian menggunakan pendekatan evaluatif deskriptif dengan paradigma post-positivistik. Data diperoleh melalui telaah dokumen, observasi lapangan, verifikasi bukti, dan penilaian berbasis konsensus dalam penilaian terpadu pada 6 Mei 2026 yang melibatkan Kementerian Kesehatan RI, Dinas Kesehatan Provinsi Kalimantan Selatan, dan Dinas Kesehatan Kabupaten Hulu Sungai Selatan. Hasil menunjukkan tingkat kesesuaian yang tinggi pada sebagian besar komponen perizinan, termasuk legalitas, tata kelola, perencanaan strategis, kesesuaian lahan, dan pelayanan utama. Namun, masih terdapat beberapa aspek yang memerlukan penyempurnaan, meliputi alur pasien di instalasi gawat darurat, monitoring pelayanan, fasilitas berorientasi pasien, penerapan Kelas Rawat Inap Standar (KRIS), pengendalian lingkungan klinis, dan kesiapan operasional layanan intensif. Temuan menunjukkan bahwa kepatuhan regulatif belum sepenuhnya mencerminkan kesiapan institusional. Perizinan rumah sakit perlu diposisikan tidak hanya sebagai instrumen legalitas, tetapi juga sebagai mekanisme peningkatan mutu berkelanjutan untuk memperkuat kesiapan organisasi, keselamatan pasien, dan kinerja pelayanan.
