Abstract

Gerakan Masyarakat Hidup Sehat (GERMAS) merupakan strategi nasional promosi kesehatan yang bertujuan mendorong perubahan perilaku masyarakat melalui pendekatan lintas sektor. Namun, sistem pelaporan yang digunakan selama ini masih didominasi oleh indikator aktivitas dan capaian administratif sehingga belum mampu menjelaskan kontribusi program terhadap perubahan perilaku dan outcome kesehatan masyarakat. Penelitian ini bertujuan mengevaluasi secara kritis model pelaporan GERMAS Provinsi Kalimantan Selatan Tahun 2025 serta merumuskan model evaluasi yang lebih berorientasi pada hasil. Penelitian menggunakan pendekatan kualitatif dengan desain Critical Policy Analysis dan Document Analysis. Data utama berasal dari Laporan Pelaksanaan GERMAS Provinsi Kalimantan Selatan Tahun 2025 yang dianalisis melalui content analysis dengan tahapan open coding, axial coding, dan selective coding. Hasil penelitian menunjukkan bahwa pelaporan GERMAS masih didominasi statistik kesehatan populasi dan capaian kegiatan, belum mampu menjelaskan hubungan kausal antara aktivitas program dan outcome kesehatan, belum mengukur perubahan perilaku secara sistematis, serta masih menempatkan kolaborasi lintas sektor pada level administratif. Penelitian ini menghasilkan model Outcome-Based Germas Evaluation (OBGE) yang terdiri atas rantai evaluasi: Input–Aktivitas–Output–Perubahan Perilaku–Perubahan Faktor Risiko–Perubahan Status Kesehatan–Public Value. Model ini menawarkan pergeseran paradigma dari evaluasi berbasis aktivitas menuju evaluasi berbasis perubahan yang memungkinkan pengukuran kontribusi nyata GERMAS terhadap peningkatan kesehatan masyarakat secara lebih ilmiah, akuntabel, dan berorientasi pada nilai publik.
